Small State Agency Task Force
By-Laws

(effective – September 1, 2002)


Mission Statement

The primary mission of the Small State Agency Task Force is to identify issues of common concern and to share resources to facilitate efficient and effective operation for small agencies.

Operating Rules
  1. Membership consists of any state agency with approximately 100 Full Time Employees or less.

  2. The Executive Director of each member state agency will be sent the notices of meetings. Individual employees of member agencies and other interested parties may receive meeting notices upon notice to the Chair.

  3. The Officers of the Task Force shall consist of a Chair and Vice-Chair.

    1. The Chair and Vice Chair will be elected at the annual meeting of each alternate year for a period that coincides with the State of Texas biennium cycle. The Chair shall preside over all meetings and provide general supervision of the affairs of the Task Force and shall perform the responsibilities usually devolving upon the chief executive of an organization. If the presiding Chair resigns for any reason during his or her tenure, the Vice-Chair will assumes the Chair position. The members, at the next scheduled Task Force meeting, will elect a new Chair to complete the term of the vacated Chair position.

    2. The Vice-Chair shall exercise all the functions of the Chair in his or her absence. The Vice-Chair shall perform any other duties, which may be assigned by the Chair. If the Vice-Chair resigns for any reason during his or her tenure, an election will be held to fill that post at the next called meeting.

  4. The annual meeting will be held in the month of September. Other meetings are to be called by the Chair, but not less than once each quarter of the fiscal calendar year. Special meetings may also be requested by written or verbal petition of a minimum of 25% of the membership.

  5. There will be one vote per agency on business items.

  6. The primary voter from each agency will be the Executive Director. The Executive Director can designate an alternate voter.

  7. Any member agency can place an item on the agenda by notifying the Chair.

  8. The Chair shall appoint committees. The Chair will distinguish between internal Task Force Committee appointments and those committees outside the SSATF to which the Chair shall appoint representation on behalf of the SSATF.

  9. Non-appointed members are encouraged to attend any committee meetings, however, only the Chair, the Vice-Chair and Chair appointed committee members will represent the Task Force before any executive or legislative groups or individuals, or exercise official voting powers in their respective committees. These Task Force representatives will only present the opinions or recommendations of the Task force after all member agencies have been provided prior opportunity for input. SSATF representation shall always present the majority view on any given issue and the minority views when there is not a clear consensus. The absence of any member agency’s input on a given issue shall not preclude the SSATF leadership from representing the majority viewpoint that has expressed itself.

  10. A simple quorum of member state agencies present at a meeting is needed to conduct elections or take other official action that requires a vote.
